He thought the time was coming when they would have to do a little more than merely agitate. They were told the greatest force against women getting the franchise was the women themselves. That was his own opinion. They were handicapped in the sending of men to Parliament, but he could not for the life of him see why women worked for men who would not pledge themselves to support Women’s Suffrage…His suggestion would be the adoption by the women of the only method that was not criminal, and that was that they should withhold their Imperial taxes until they had some say in administering the law. That was the only legitimate method of breaking the law without becoming a criminal.10

One of the founders of the Glasgow and West of Scotland Association for Women’s Suffrage, Janie Allan, appeared in court in 1913 for the non-payment of £109 in taxes. Her argument was that because she did not have the right to vote and was not considered a person within the sphere of franchise legislation, to then expect her to pay taxes was a form of ‘tyranny’ being imposed by the government:
